Following demonstrations at a public redistricting hearing in Baton Rouge on May 8, the US District Court for the Western District of Louisiana intervened to stabilize the state's electoral architecture. The panel of federal judges issued a three-page order refusing to stay its own decision, guaranteeing they will not force the state to adopt an old congressional district map previously ruled racially gerrymandered by the US Supreme Court. The judicial order explicitly justified the ruling based upon the "current status of Louisiana’s congressional elections, the procedural posture of this case." Observing the systematic dismantling of minority legislative power across the American South, Cliff Albright, co-founder of Black Voters Matter, warned that "Congress is just one level, but it’s state legislatures, it’s county commissions, it’s city councils that’s a part of the conversation."
