The agency's Consolidated Administration and Processing of Entries portal went live on April 20 to handle claims on $166 billion in overturned duties. According to Lord, the payments cover more than 8 million import entries and include interest. The logistics of reclaiming capital are separating sophisticated enterprises from smaller competitors.
By Monday, the system had validated nearly 87,000 declarations. "I am shocked at how easy it is," says Angela Santos, a partner at Arentfox Schiff, who has guided clients through the filing process. The collapse of the executive tariff wall is no longer a legal abstraction. It is a highly securitized liquidity event where capital flows to the path of least regulatory resistance.
