Chung Biu Yuen sat in the dock at the Old Bailey in London on Thursday, convicted of being a pawn for a foreign power. A jury found him and co-defendant Chi Leung Wai guilty of spying on pro-democracy dissidents for the Hong Kong intelligence services. One of the convicted men worked as a British immigration officer. The information perimeter is porous. The price of safety is a luxury the dissidents can no longer afford. When the border guard is on the payroll of the adversary, the sanctuary is just another trap.
