This residency-for-sale scheme requires a $1 million gift to the Commerce Department and a $15,000 application fee. While wealthy investors bypass wait times, ordinary applicants for lawful status currently face queues of more than three years. According to Lutnick, there are still "hundreds in the queue" who have paid the initial processing fees. This program effectively allows the global elite to fast-track legal status while public servants face a terminal payroll crisis. The Trump administration has framed the $1 million price tag as proof of "exceptional business ability." Meanwhile, the Department of Homeland Security is bracing for a $1.6 billion bi-weekly payroll failure by May 1st. The hollowing out of the public state continues as the administration builds a 250-foot gold-plated triumphal arch on Columbia Island. For those without a million dollars, the wait remains a matter of years, taxes, and legal battles in immigration courts.
