The federal government has abandoned legal litigation in favour of logistical starvation. Homeland Security Secretary Markwayne Mullin has threatened to withdraw Customs and Border Protection personnel from international airports located in designated sanctuary cities. The manoeuvre transforms the basic connectivity of global travel into a weapon of municipal compliance.

The targets are the busiest logistical hubs in the United States, including those in Los Angeles and San Francisco. Mullin stated that jurisdictions refusing to enforce federal immigration mandates should not expect Washington to process their international commerce. Removing federal agents would instantly paralyse trans-Pacific and transatlantic aviation corridors.

This is the enforcement doctrine of logistical sovereignty. Rather than battling local authorities in federal courts, the state simply severs the physical network. If enacted, the withdrawal of customs officers will force local economies to price the exact financial cost of their political defiance.
