Brazil has launched a historic counter-offensive against mineral imperialism. Lawmakers in Brasilia have advanced legislation to create 'Terrabras,' a state-run monopoly for rare earth refining. This move is a direct response to the United States bypassing federal authority to fund private mining projects. For too long, the Global South has been treated as a warehouse of raw materials for the North's 'green' transition. Brazil is now insisting that if the world wants its minerals, it must play by the rules of the people who live on the land.

The creation of Terrabras follows the model of Petrobras, ensuring that the state retains control over its most strategic resources. This is more than an economic policy; it is an act of logistical sovereignty. It challenges the US-led effort to secure supply chains through direct equity injections and price floors. By demanding at least fifty percent of mining rights, Brazil is clawing back the value that has historically been extracted by transnational corporations.

This is a signal to the entire Global South. The era of unconditional extraction is ending. From Zimbabwe’s lithium quotas to Brazil’s state refining, the producers are finally organizing. They are refusing to be the sacrifice zone for a high-tech future they do not share. The fight for the minerals of the future is the front line of the struggle against a new, automated colonialism.
